DENVER – Gov. Bill Owens declared a second statewide disaster emergency Thursday in anticipation of a major winter storm that threatens to sock Colorado again.
The Colorado National Guard, which was activated during last week’s blizzard, will remain active to help fight the second onslaught of wintry weather.
Earlier Thursday, Owens also reactivated the State Emergency Operations Center to monitor conditions.
